William Walbrecher

William (Bill) Walbrecher has served on the Board of CTBC Bank (USA) since November 2012. He is a member of the Board Audit Committee, and the Board Risk Monitoring and Oversight Committee.
Mr. Walbrecher is an American business executive. He is the Chairman and CEO of Intellect Corp an Investment Holding Company that specializes in capital management, asset/liability management, quality programs and process improvements.
Mr. Walbrecher has had an accomplished career in banking and securities investment industry as a Fortune 400 bank CEO. As a Strategic Consultant working with CEOs, and boards of directors, Mr. Walbrecher has successfully implemented full scale operational and financial turnarounds in the banking, financial services and the global asset management industries.
As the Chairman and CEO of Golden State Bank where he significantly increased mortgage loan sales volume and streamlined bank operations through process improvements. He also served as a member of the Board of Directors of First Professional Bank where he was Chairman of the Asset/Liability and Loan Committees, and a member of the Audit, Compensation, Executive, and the Corporate Governance Committees.
As the President and CEO of Fidelity Federal Bank with $6.8 billion in assets, he increased the bank’s market cap by over 33 percent his first two years at the helm and raised $70 million in subordinated debt, ranking Fidelity among the top 25 banking companies in the country.
At First Nationwide Bank with $35 billion in assets and 454 branches in 15 states, he led the Consumer Banking Group, and served as the Chairman of FN Investments and the FN Credit Card Services subsidiary. Mr. Walbrecher was featured in Forbes as a “man on the move” and named the “Red Adair” of the banking industry.
Mr. Walbrecher also had similar success in the nonprofit industry and the public sector. Mr. Walbrecher served as President and COO of Operations HOPE from 2004 to 2016. Operation HOPE is a global social empowerment nonprofit that serves 333 cities in the U.S. and South Africa whose mission is to expand economic opportunity in under-resourced communities through financial literacy education. In June 2009, Mr Walbrecher was the recipient of the first Chairman's HOPE Award for his standout performance and outstanding leadership, presented at the Global Financial Literacy Summit in Washington D.C.
He served as a White House Presidential Executive, the first bank industry executive nominated to the highest honor bestowed by The White House on outstanding individuals from the private sector.
He was an Advisory Board Member of the World Economic Forum. In June 2009, Mr. Walbrecher was the recipient of the first Chairman’s HOPE Award for his standout performance and outstanding leadership, presented at the Global Financial Literacy Summit in Washington, D.C.
Mr. Walbrecher holds an MBA from The Amost Tuck School of Business Administration with Distinction.
